Luis Cordova, Senior Vice President/COO and co-founder of Rounds Consulting Group, is an expert in various areas of the economy, real estate, and public policy, and has analyzed topics ranging from small business development to statewide highway planning and financing. As an economist, Luis has over 10 years of experience providing economic, demographic, and revenue forecasting for Arizona’s counties and cities, as well as conducting cost-benefit analyses, economic impact assessments, market and feasibility studies, and litigation support research. Luis is the company’s leading expert in real estate market analyses and economic and fiscal impact modeling.
Since 2012, Luis has employed advanced econometric techniques to evaluate the impacts of business relocations and expansions, residential and commercial developments, sports events, tourism activities, foreign trade zone developments, infrastructure improvements, and other activities for various national, state, and local private, non-profit, and public sector organizations.
In addition to his analytical expertise, Luis leads the firm’s research efforts and project management and has developed sophisticated forecasting models that inform decision-makers on strategic planning, economic policy, community development, and infrastructure investments. A native of Douglas, Arizona, Luis brings a unique perspective to cross-border projects, is fluent in Spanish, and plays a key role in advancing initiatives in Southern Arizona and Sonora, Mexico.
Luis’ work has been recognized by national institutions, influencing policy changes and driving impactful outcomes such as criminal justice reform, grant awards, educational program development, affordable housing initiatives, workforce development, and the creation of tax credit programs. His analyses have also supported increased funding for higher education, assessed government incentives and their ROI, and identified optimal uses for development sites.
Prior to co-founding Rounds Consulting Group, Luis served as an economist at Elliott D. Pollack & Company. Luis has a Bachelor of Science degree in Economics from Arizona State University. Additionally, he is certified by the Arizona Association for Economic Development as an Arizona Economic Development Pro.
Luis is also a contributing panelist on the JPMorgan Chase Economic Outlook Center’s Western Blue Chip Forecasts, which provide economic forecasts for Arizona and Greater Phoenix, and is a content committee member for the Arizona Hispanic Chamber of Commerce’s DATOS: The State of Arizona’s Hispanic Market report. He also serves on the Risk Analysis Panel providing forecast inputs and variables projecting the future economic outlook for the Arizona Highway User Revenue Fund for the Arizona Department of Transportation.
Additionally, Luis sits on the board of directors of the Arizona Center for Autism, an Arizona non-profit school (dba The Abbie School), is a board member of the Sonder Care Movement, a non-profit behavioral health services advocacy group, and was a founding board member of the Tempe Young Professionals.
