Luis Cordova
Senior Vice President and Chief Operating Officer
Luis Cordova is Senior Vice President, Chief Operating Officer, and co-founder of Rounds Consulting Group. With more than 14 years of experience in economics, public policy, real estate, and strategic planning, he has analyzed issues ranging from local economic development initiatives and business attraction projects to statewide transportation financing, energy infrastructure investments, and public policy reforms.
Luis specializes in economic and fiscal impact analysis, revenue forecasting, demographic projections, cost-benefit analysis, market and feasibility studies, and public policy research. Since 2012, he has directed hundreds of projects for public, private, and nonprofit clients throughout Arizona and the U.S., evaluating corporate relocations and expansions, residential and commercial developments, infrastructure funding, tourism and sports-related activities, FTZ developments, education and tax reform, and major public policy initiatives.
His work regularly supports executive leadership, elected officials, economic development organizations, and public agencies in making informed decisions regarding investment, land use, infrastructure, and long-term planning. Luis oversees much of the firm’s research efforts and project management activities. He has developed sophisticated forecasting models used by counties, municipalities, state agencies, and private-sector organizations to evaluate future economic conditions, revenue performance, infrastructure needs, and growth opportunities.
A native of Douglas, Arizona, Luis brings a unique perspective to cross-border economic development, is fluent in Spanish, and has extensive experience supporting projects throughout Southern Arizona and Sonora, Mexico.
Prior to cofounding RCG, Luis served as an economist at Elliott D. Pollack & Company. Luis has a Bachelor of Science degree in Economics from Arizona State University. Additionally, he is certified by the Arizona Association for Economic Development as an Arizona Economic Development Pro.
Luis is also a contributing panelist on the JPMorgan Chase Economic Outlook Center’s Western Blue Chip Forecast, which provides economic forecasts for Arizona and the Greater Phoenix region. He is a content committee member for the Arizona Hispanic Chamber of Commerce’s DATOS: The State of Arizona’s Hispanic Market Report and is a member of the Arizona Department of Transportation’s Highway User Revenue Fund (HURF) Risk Analysis Panel, providing economic and revenue forecasting input used in long-range transportation planning.
Additionally, Luis serves on several nonprofit and community boards. He is a member of the Board of Directors for the Arizona Center for Autism (dba The Abbie School), serves on the board of Sonder Care Movement, a nonprofit behavioral health advocacy organization, and was a founding board member of Tempe Young Professionals. He is also a founding and current board member of Zenith College and Career Preparatory Academy, a tuition-free nonprofit public charter school dedicated to preparing students for college, careers, and lifelong success.
